Webhook retry with exponential backoff

Description

Our webhook delivery silently fails when downstream services return 5xx responses. This workflow installs a retry queue with exponential backoff, capped at 6 attempts spread across 24 hours.

Failed payloads land in a dead-letter table after the final attempt, with an admin view for manual requeue. Telemetry distinguishes transient from permanent failures.
