Retry failed webhook deliveries with exponential backoff (cap 6 attempts over 24h). Failed payloads land in `webhook_dlq` with a manual requeue admin view. Telemetry distinguishes transient (5xx) from permanent (4xx) failures and alerts via Telegram @adsdangpm_bot when DLQ count exceeds 20 in a 1-hour window.
